POSITION SUMMARY The Executive Director serves as the Chief Executive Officer of Lowcountry Regional Transportation Authority (dba Palmetto Breeze “The Authority”) and manages all aspects of the Authority in terms of development, administration, operations, safety and maintenance. The Executive Director is responsible for management and day-to-day operations of the Authority. Under the supervision of the Board of Directors, the Executive Director will develop, administer and direct policies relating to public transportation programs. This position is responsible for grant management, developing funding sources, budget management, Board reports, developing new transportation services, evaluating routes, personnel management and other functions related to the day-to-day operation of a multi-county regional transportation system. Reports to: Board of Directors. Total Staff: 64 Located in: Bluffton, SC POSITION SUMMARY AREAS OF RESPONSIBILITY External Engagement & Collaboration Furthers the Authority’s mission and relevancy by creating consistent communication and engagement with the public and elected officials invested in the success of Palmetto Breeze and pursuing opportunities for expansion when appropriate. Fosters new partnerships with both public and private partners to respond to community needs. Prepares and delivers presentations to community groups, County Administrators and other staff leaders, County Councils, elected leaders, and other stakeholders as required. Stays abreast of trends within the industry by attending conferences and trainings; Seeks updates and information related to existing transportation and transit related projects or programs by attending related meetings and work sessions. Serves as chief spokesperson, leading engagement and communication with the community. Operations Oversight Works with Human Resources to ensure effective administration of recruitment activities, to include interviewing and hiring; ensures compliance with state and federal laws and regulations. Collaborates with the Human Resources Administrator to revise job descriptions, conduct employee surveys, and monitor the performance appraisal program by making revisions when necessary. Works with appropriate staff members in developing and maintaining an effective job evaluation process. Maintains awareness of all workers’ compensation and unemployment claims and attends unemployment hearings and trials as necessary. Reviews and approves grant applications; seeks new grant opportunities when available. Responds to Request for Proposals for transportation services. Works with Director of Safety and Training to direct program activities and in-house training. Responsible for the overall safety and security of the transit system. Works closely with all staff members to facilitate effective communications within the agency. Leads during times of crisis, including overseeing hurricane evacuation processes. Oversee the safe and efficient operation of the entire public transit system including ensuring compliance with all safety regulations and standards, implementing best practices for operational efficiency, and fostering a culture of safety among all staff and passengers. AREAS OF RESPONSIBILITY Provide oversight for the management of transit schedules, maintenance programs, and emergency response plans to minimize disruptions and ensure reliable service Manage strategic planning to enhance service quality, optimize routes, and improve overall system performance while maintaining fiscal responsibility. Effective communication with stakeholders, including government agencies, community leaders, and the public, is also crucial to the role. Financial Oversight Manage organization financial position through reviewing financial statements and financial reports. Establishes frequent communication with the Board to provide information on the organization’s financial position, budgetary concerns or opportunities, and cash flow forecast. Requests local match funds and actively seeks additional revenue streams through a wide variety of funding and partnership opportunities, including federal, state, and local grants. Serves as final approval for payments for purchases of goods and services and employee payroll. QUALIFICATIONS Experience and Education Bachelors degree from an accredited institution of higher education in a related field is required. Candidates with a relevant combination of education and experience will also be considered. Five (5) or more years’ of progressively responsible experience in the transportation / transit industry and extensive knowledge of public transportation / transit services is required. Knowledge, Skills, and Abilities Demonstrated ability to lead a diverse team of professionals, including hiring, coaching, mentoring, and performance management. Strong decision-making capabilities, with a track record of implementing strategic initiatives and managing organizational change effectively. Experience in budget development, financial forecasting, and resource allocation within a public agency or nonprofit organization. Knowledge of funding mechanisms and grants specific to transportation projects and operations. Comprehensive understanding of transit operations, including scheduling, maintenance, fleet management, and regulatory compliance. Proven skills in building and maintaining effective relationships with stakeholders, including government agencies, community organizations, advocacy groups, and the public. Position is a working supervisor role, meaning work involves hands-on responsibilities for vehicle operations and driving. ESSENTIAL DUTIES AND RESPONSIBILITIES: Responsible for the assignment of a driver to each piece of scheduled or non-scheduled service performed by bus and van drivers, if any changes are required. Responsible for the assignment of a bus or van to each element of service, if any changes are required. Monitor the communication system to determine whether drivers start and end service as scheduled, and assist drivers in correcting service interruptions and road calls. Ensures that pre-trip and post-trip vehicle inspections are completed on vehicles (on the tablets with Transit Check or on the paper form), including checks of gas, oil, coolant, tires, lights, brakes, steering, and other safety-related items before departure from base or a remote location. Documents and reports deficiencies as per agency policy. Monitor each driver’s performance for on-time operation, safety, courtesy, fare collection, trip reporting for miles traveled, passenger counts, fuel and oil consumption, vehicle condition reports, CDL, and uniform compliance. Assist with the investigation of all accidents or incidents as directed by the Director of Operations and/or the Safety Manager, and notify immediately regarding accidents and incidents, take pictures, and make necessary reports. Supervise and assist drivers with checking, adding, and reporting fuel and oil consumption. Remove and replace revenue vaults and transport vaults as necessary, and distribute tickets as required. Ability to maintain a variety of clerical records, such as those required in accident and incident reports. Drive routes and transport passengers. Perform other tasks as assigned by the Executive Director or their designee. KNOWLEDGE, ABILITY, AND SKILLS: Thorough knowledge of geography and highway/street names in the service area. Knowledge of service area boundaries and zones. Thorough knowledge of the policies, procedures, and rules of the Authority, and the ability to follow as well as enforce the rules. Ability to properly train others in the use, care, and safe operation of Palmetto Breeze equipment. Knowledge of all posted company memorandums, rules, regulations, and policies related to operator duties and responsibilities. Thorough knowledge of all routes, schedules, bus stops, and similar operational matters.SUPERVISORY RESPONSIBILITIES: Is responsible for the overall direction, coordination, and scheduling of the Bus Operators as may be required to fulfill the day–to–day requirements in the event of no-shows and call-offs. SAFETY RESPONSIBILITIES Take every reasonable precaution given the circumstances to ensure the protection of employees, patrons, and members of the public. Identify and inform employees of workplace hazards. Enforces safe work methods and ensures that employees are notified of new and modified methods. Ensures employees follow procedures and alerts the Safety Manager to any concerns about training or compliance. Responds to health and safety concerns of employees in a timely manner. QUALIFICATIONS: Must be 21 years of age or older. Must pass a DOT Motor Carrier Physical as prescribed in Part 391.43 of the Federal Motor Carrier Safety Regulations. Must be a commercial licensed vehicle operator with a passenger endorsement for three years and have had no serious moving violations on record. Must be physically and emotionally able and willing to assist persons with disabilities and special needs that the agency transports on a regular basis. Must be able to work varying hours between 4:00 AM and 11:00 PM or as assigned, but will normally work a set schedule.     Leadership The LRTA is a political subdivision of state government which is made up of five counties. The Board is comprised of appointees from the respective member counties in which the appointee resides. The Board Executive Committee is comprised of the Chairman, Vice-Chairman, and Executive Director who sets the agenda prior to each Board meeting. Committees including the Operations Committee, Maintenance Committee, Finance Committee, Marine Division Committee (meets as needed) and the Nominating Committee. The Authority’s fiscal year is July 1 – June 30. Presently the operating budget for the rural service is approximately $2.5 million. The operating budget for the urban service is approximately $1.2 million.
