Palmetto Breeze does not review eligibility; we only process applications.
Our role begins after approval and is limited to issuing physical ID cards. -
Completed applications are processed in the order they are received.
Once all required documents are submitted through the Beaufort County Website, processing may take up to five business days. -

When you submit your QDR application through the Beaufort County website, please upload all required documents at the same time. Complete submissions help avoid delays and keep your application moving smoothly.
Documents to upload with your application
Please upload clear PDF, JPEG, or Word copies of the following items, as they apply to your household:
• Driver’s licenses for all adult applicants
• The most recent property tax bill or a copy of the deed
• Birth certificates or guardianship papers for dependent applicants, including children or dependent adults
• Marriage certificate if a spouse is not listed on the deed or property tax bill
• Trust documents that identify the applicant as a beneficiary
Photo requirement
Please upload a passport-style photo for everyone listed on your account.
If you are a long-term tenant, please also upload your current lease. Short-term rentals do not qualify for QDR.

If you are a resident or homeowner on Daufuskie Island, you may qualify for discounted ferry tickets through the Official Daufuskie Island Public Ferry Program. To receive the discount, you will need a Qualified Discount Rider ID card. Here is how the process works:

PHASE 1
Applying through the Beaufort County Website:
Beaufort County Government handles all eligibility reviews and application processing.
Apply online using the official Daufuskie Ferry ID Application.
Once your application is reviewed and all required documentation is complete, Beaufort County Administration will email Palmetto Breeze to continue with the following phase.

PHASE 2
Picking up your ID card:
No need to drive all the way to Beaufort. Palmetto Breeze issues physical ID cards in Bluffton, SC.
ID pickup is coordinated by email during Palmetto Breeze business hours, excluding holidays and weekends. Once your application is approved and verified, our team will reach out to schedule a pickup time during regular hours.
NEED A REPLACEMENT CARD?
If your card is lost, still active, and your information has not changed, Palmetto Breeze can issue a replacement for a $25 fee.
